Join Kevin Goldberg (Founder of Green Leaf Medical, LLC), Stephen Forster (Managing Director at US Realty Capital), Daylin Leach (Former Pennsylvania State Senator) and John Hudak (Deputy Director - Center for Effective Public Management and a senior fellow in Governance Studies at the Brookings Institution) as they discuss the road ahead for Pennsylvania's cannabis program with Offit Kurman's Cannabis group.

THE PANELISTS

Kevin Goldberg | Green Leaf Medical, LLC

Kevin I. Goldberg is a founder of Green Leaf Medical, LLC (aka "gLeaf"). He served as Green Leaf's President and General Counsel from 2014 until Green Leaf merged with publicly traded multi-state operator Columbia Care, Inc. in June 2021. Mr. Goldberg led Green Leaf's efforts to win licenses organically in Maryland, Pennsylvania, Ohio and Virginia; and he played a large role in financing Green Leaf's expansion prior to the merger via equity, REIT, debt and supply agreement transactions.
Mr. Goldberg is an attorney licensed in Maryland and Washington, D.C. He graduated Catholic University Law School Magna Cum Laude, was an Editor of the Catholic University Law Review, and he also served as the President of the Maryland Trial Lawyers Association from 2009-2010. Mr. Goldberg is a partner in the law firm Goldberg, Finnegan & Cannon, LLC. With his expertise in regulatory issues and litigation matters, Kevin has provided counsel and guidance in all aspects of cannabis law.
In 2018, Kevin published "Everything You Need to Know About Maryland's Medical Cannabis Program" in the Journal of the Maryland Association for Justice."

Taylor is the current Director of Policy and Government Affairs at Maryland Medical Cannabis Commission (MMCC). She has a demonstrated history of success in compliance, government relations, consulting and policy analysis across a wide range of subjects. Taylor possesses a Juris Doctor degree from the University of Maryland Francis King Carey School of Law.

Stephen Forster | US Realty Capital
 
Stephen Forster is a Managing Director at US Realty Capital, a commercial real estate mortgage brokerage that originates over $1.0B annually in debt and equity. Mr. Forster has spent nearly two decades in real estate development and raising capital internationally.
Recently, Mr. Forster has begun advising applicants for cannabis business licenses and working with the PA legislature on cannabis policy research. Mr. Forster holds a B.A. in Political Science from California State University-Long Beach, a J.D. from Golden Gate University School of Law and is a candidate for a Masters in Medical Cannabis at Thomas Jefferson University (Spring '23). Mr. Forster was admitted to the California State Bar in 1994.

John Hudak | Brookings Institution
 
John Hudak is deputy director of the Center for Effective Public Management and a senior fellow in Governance Studies. He focuses on campaigns and elections, legislative-executive interaction, and state and federal marijuana policy. John's 2016 book, Marijuanna: A Short History: offers a unique profile of how cannabis emerged from the shadows of counterculture and illegality to become a serious public policy issue and source of legal revenue for businesses and governments.
John's work has been recognized for its quality and contribution by the Midwest Political Science Association and the American Political Science Association's Presidency Research Group. His work has been supported by institutions including the National Science Foundation.

 

Daylin Leach | Former Member of the Pennsylvania State Senate
 
Daylin Leach served in the Pennsylvania House and Senate from 2002-2020. He was the author and prime sponsor of the Pennsylvania Medical Marijuana Law.
He is currently the Political Director of The Cannabis Action Project, a non-partisan organization dedicated to electing government candidates who support the cannabis industry and sustainable cannabis policy.
