Offit Kurman Adds Three More Attorneys in Tysons Corner, Cementing Regional Pattern of Growth

Offit Kurman is in the midst of another period of explosive growth in Tysons Corner, Virginia. This month, following the recent additions of three new attorneys to its regional office, the firm was appointed Special Counsel to the Commonwealth of Virginia and the state’s Department of Transportation.


Two recent additions to the firm, Mark Moorstein and Theodora Stringham, will represent VDOT in eminent domain and real property matters. Led by Commissioner Charles Kilpatrick, the agency develops, operates, and maintains the third-largest state-maintained highway system in the United States. Mark Moorstein is an attorney and litigator whose practice centers on issues related to zoning, land use, and eminent domain. For over 40 years, he has helped real estate organizations develop, sell, and reach legal agreements on high-value commercial properties in transactions and court proceedings. Along with representing private and government clients alike in real estate disputes, Mr. Moorstein has assisted landowners in property valuation and issues arising from land development. Additionally, he has earned international recognition for his pro-bono work with the International Senior Lawyers Project, through which he has served Cambodian land owners and villagers facing illegal land seizures.


Theodora Stringham is a civil litigator who represents various entities involved in land use and zoning cases, as well as local and federal workplace disputes. Prior to joining Offit Kurman, Ms. Stringham was an associate at Rees Broome, PC, where she worked alongside Mr. Moorstein. She is a graduate (magna cum laude) of Rutgers University and the Rutgers School of Law, where she served as Vice-President of the Association for Public Interest Law.


Offit Kurman’s location in Tysons Corner was established by a single lawyer, Thomas Repczynski, in 2011. Now with 20 attorneys, the regional office has grown into one of Virginia’s most dynamic full-service legal providers.
